You know, I was watching some silly Chinese movie with a friend of mine, as we often did, and while the Chinese official on screen was being made fun off for being corrupt and clumsy my friend looked over at me and said something along the lines of, " You know it's weird, but we've always been taught that China doesn't allow any forms of criticism of their government but we see it in these movies all the time." and then after a few more minutes of watching while I waited for him to figure it out he finished with, "I guess this is propaganda by the Chinese government to make us think that's not the case."
