US Congress approves: no warrant required to monitor, collect, and store all communications for all the people

From my understanding of this law, it basically says "It's OK, we know you monitor all citizens' communications and pass them to local law enforcement, just please don't store them for more than 5 years... unless you want to store it for longer, up to you." Which will be interpreted as giving carte blanche authority to store all citizens' communications.

What changes is that this is no longer a secret law, but now a law published on the books for all citizens and the entire world to see.
