This is normal. Portions of 17-year broods sometimes switch to a 13-year cycle, supposedly in an instinctive effort to diversify the brood. That said, they're fucking gross, especially the dead ones all over the sidewalk.

Seems to be a bit of a debate whether this is normal or not. I'm in a brood X zone, in my lifetime I've seen three emergences. Obviously my own experience is anecdotal, but I've never seen an off-year emergence like what's happening now.
But of course I realize that when we're talking about a creature with a 17-year cycle, 'sometimes' might mean just once or twice a century. That said, I kind of like 'em, and our dog's having a once-in-a-dog's lifetime feast on the little bastards. |

You know it probably started with just one cicada trying to suck up to the boss, and then all the other cicadas were like, "Goddammit, Steve! Now we have to come in early too..."
