I'm confused by the story (given the situation, the actual info may be just as confused). People were filming a fire at the docks when the explosion went off. The explosion (but not that dock fire) is believed to have started at a fireworks warehouse at the docks. There was also a building full of ANFO at the docks. The fireworks and ANFO are credited with the explosion, while another fire there is mentioned as just set dressing. No causality implied between any of them.
