Mystery CFC users identified

Tl;Dr: for a few years now scientists have strongly suspected someone in East Asia has been manufacturing CFC-11, which had been globally banned since 2010. Turns out it's Chinese insulation manufacturers, they know it's illegal, and they don't give a shit.
