Wahida Mohamed Al-Jumaily

A little old but the war is still going, so it is still topical. I have a lot of conflicting thoughts on this one.

Indeed the war is still going on, but I'm not sure what purpose is served by continuing to promote bits of sensationalist propaganda like this. I guess nothing grabs people's attention like severed heads.
Meanwhile, in more current events, the US military is increasing its involvement in the conquest of Raqqa, the so-called capital of the so-called Islamic State. Endgame or quagmire?

Not sure this qualifies as propaganda. It seems to be missing the "biased or misleading nature". Sensationalist, sure. And certainly a sign of a damaged person in need of help. But is OK to punch a Nazi/Behead Daesh/bomb combatants in Raqqa?

From your source- 'especially of a biased or misleading nature', though not necessarily. Though this story is certainly gratuitous, difficult if not impossible to fully substantiate, and does serve the purpose of promoting a point of view.
But even if we disagree on whether it's technically propaganda, it certainly does little to further any substantive understanding or debate about this ongoing conflict, which it appears will soon be escalating, bigly.
