Contrary to the article, this is not a new thing. The vast western desert area in the US is full of ghost towns from bright ideas like this. Just take a drive towards Tucson on the I-10 and you'll see occasional exit off-ramps that are unmarked. Follow one of them and you'll see massive deserted housing developments that were built in the late 80's for dumb shit ideas like this.
