There's a ratcheting effect. Rather than negotiate lower charges from health care providers, let them run hog wild. If they're charging more for healthcare then it means people need to have more health coverage. Ratchet and repeat.

Makes me wonder about the feasibility of creating a fake medical practice and fake billing every January just to cover the deductible for the year. Never enough that insurance needs to send a check, so the damages aren't really quantified.

Remember that story about the guy who owned a landscaping business and abused his sons, then lost all his money gambling and built a complicated bomb to rob the casino, then got ratted out by his kids? This guy and that guy should get together and go bowling, after they get out of prison, that is.
